As climate change intensifies water-related risks across Europe, space-based technology is becoming our most vital line of defense. Highlighting its ongoing commitment to Earth Observation (EO) and climate resilience, the Institute of Space Studies of Catalonia (IEEC) actively participated in the second in-person workshop of the PCP WISE project, held at the Urban Environment House in Helsinki.
As a core partner providing crucial technical support to PCP WISE consortium, IEEC joined buyers, end-users, suppliers, and members of the Stakeholder Observatory Group for two days of intensive collaboration. The event marked a major milestone as the Pre-Commercial Procurement (PCP) process moves toward developing cutting-edge, satellite-driven solutions for managing floods, droughts, and groundwater pressures.
Driving Innovation Through Earth Observation
The workshop served as a dynamic platform for knowledge exchange and capacity building, featuring deep dives into the EO data processing chain. Key highlights of the event included:
- The PCP WISE Academy: Interactive sessions demonstrating how satellite-derived information can be integrated into hydrological modelling, digital twins, and advanced decision-support systems for public authorities.
- Supplier Pitches: Selected consortia presented their initial Solution Designs. As a technical partner, IEEC engaged with these innovative approaches, helping to ensure that the proposed space technologies align with the operational needs of water management end-users.
Looking Ahead: Navigating the Path to PCP WISE Phase 2
Beyond technical evaluations, the workshop focused heavily on the upcoming transition to Phase 2 of the project. Through collaborative timeline exercises, stakeholders mapped out key milestones and addressed potential barriers to real-world deployment.
The shared ambition of the PCP WISE consortium is clear: future solutions must not only be technically robust and highly scalable, but also seamlessly interoperable and user-friendly for public authorities.
IEEC’s Strategic Role: Empowering Regional Authorities for the Long Term
As a key technical partner as well as a public buyer, IEEC plays a vital role in bridging the gap between advanced space technologies and practical Earth Observation applications. Crucially, IEEC is instrumental in helping regional stakeholders and public authorities evaluate and identify the most effective solutions for their specific needs.
A core focus of IEEC's support is ensuring that these new PCP WISE products are not just standalone innovations, but adaptable assets that seamlessly integrate into existing regional tools and workflows. By doing so, IEEC empowers local authorities to become more adaptive, resilient, and prepared for future climate-related challenges. This ensures that the solutions developed within PCP WISE serve as robust, long-term operational tools for sustainable water management.
Looking Ahead: The Power of Co-Creation
The success of the Helsinki workshop underscores the power of co-creation. IEEC is proud to contribute its technical expertise to this collaborative journey, helping regional partners turn visionary, space-based concepts into tangible, day-to-day tools that protect Europe's water future.
